A cousin who is a trucker is applauding this. These non speakers are dangerous and indeed are illegally driving. They stop in the middle of the road and park to get coffee. Who does this? They do.
They are not well trained and break laws of numerous states. Excess speeding, overloading, illegal parking, poor maintenance of vehicles, and lack of proper English language skills.
Part of the blame falls on law enforcement. Such misconduct is an excellent source of revenue. Also, someone falsely certified them. There are heavy fines for that, as well.
