I believe all these teenagers have parents or guardians and where are they and why are the kids running loose at this time of night. These teens need to have a trip to the local jail and then contact their parents or guardians to come an retrieve them, at which time they need to be fined for enough money to restore and pay for all the damage and items they stole, if they can not afford to pay, they should have the choice of getting the teens jobs and pay either the victims for the damages or their parents or guardians, if they were able to pay.
