This Act is unconstitutional. Those voting for it have taken an oath, a verbal contract with the US citizenry, to uphold the Constitution. In my opinion, voting for it should void the oath contract AND make legislators open to loosing their sovereign immunity so they may be sued for civil rights violations to each an every person affectedly harmed.
