The last time we were in a draw down cycle it weakened our forces. You should anticipate that the conditions needed for a successful and prepared military force will need to be a few percentage points above what you think we need. At present we are woefully short on meeting today’s challenges.
The naval military budget needs to prioritize strategic competitive advantage over China and Russia by expanding our global posture to ensure the presence of naval forces with the right mix of platforms. One possibility for lowering costs would be in the contract area. Unless something changes or has changed, every change in materials, design or function can lose budget money when the previous contract was not properly anticipated for new challenges and the company’s contract usually is scrapped and they keep the previous contract commitment money. Now, about the “military industrial complex”: If we stop or simply shutter any of the manufacturing facilities that are necessary for manufacturing equipment, machines, individual equipment, safety, protective gear, aircraft, the munitions required by every kind of weapon, gun, cannon in the inventory. About the Ukraine situation, I do wish some of what they are getting, would have stayed in our military’s inventory. I have no problem with sending older munitions to allies. We were still using munitions from the Korean conflict (police action) back in the 1990s. By all means, let other countries shoot it up. Keep the newer stuff to protect America. If there is a slow down or closing of any manufacturing, the skills of the workers will vanish. How long will it take to build the skill sets? How long will it take to ramp up production so we can fight against an enemy? That may not be “our” war but they have been a pretty good proxy testing some of our newer weapon tech on a geopolitical foe. I will close these remarks now.
